National Association of Family Child Care (NAFCC) at their 2010 annual
Conference. We are so proud of Debbie and her work on behalf of
children and providers in Maryland and across the Country.
Congratulations to Donna Fowler, the MSFCCA Director of Public Policy,
and a previous Registered family child care provider in Maryland, for being elected Vice
President of the National Association of Family Child Care (NAFCC). Donna is a
tireless advocate for quality Registered family child care and the children of
Maryland. We are so proud that Donna is being recognized on the national level
for her efforts.

Provider Training Opportunity with Innovations in Education, LLC - Information
& Spring Training
MSFCCA is offering the class
Infant/Toddler Assessment
Class. It will be at the Bowie Library on the Second
Tuesday of each month beginning on February
9 and ending in June - with a possible Saturday in there as well, from 6:00pm - 9:00pm.
Donna Fowler will be the instructor. This

- Due to the State budget situation,
the decision has been made to temporarily suspend (not eliminate) the Family
Child Care Provider Grants and the Quality Incentive Grants. As you
know, these are small grants to a relatively few providers. I have attached the
letters being sent to new applicants for those grants. The suspension will be
lifted as soon as the funding situation allows. This
action does not affect credentialing or the Career and Development Fund. All
eligible applicants continue to be accepted. Click

Project, the Maryland State Department of Education has announced the
identification of state recommended curricular resources for infants and
toddlers (birth-age 3). They are The Ounce Scale published by Pearson and The
Creative Curriculum for Infants, Toddlers, and Twos published by Teaching
Strategies.

- School Readiness Continues to Rise Among Maryland Kindergartners
(Partners Newsletter, Spring /Summer) - Children entering kindergarten in
Maryland are better prepared to begin school than in years past, according to a
new report by the Maryland State Department of Education (MSDE). The report by
MSDE's Divison of Early Childhood Development, revealed modest, steady progress
in all demographic subgroups. That is 19 percentage points since the baseline

the ruling in our favor by Judge Dexter M. Thompson. (Temporary
Restraining Order is explained below)
Judge Thompson granted us a Preliminary Injunction against the Executive Order
that Governor O'Malley issued authorizing the SEIU Election. This Injunction is
affective immediately. This is another victory for us but the conflict is not
over. Keep the pressure on your local representatives so that they stay on top
of this issue and are standing with us.
MSFCCA has issued an immediate Press Release
(Click Here) concerning the results
of the Election that was authorized via Executive Order (Click
Here) by Governor Martin O' Malley. A Temporary Restraining Order
(Click Here - 1 2) has now been
issued by Judge Dexter M. Thompson Jr. against the governor's office, saying
that the governor acted wrongfully signing an executive order to
unionize child care workers. Providers and concerned child care advocates
should contact their Legislators and let them know, once again, how they feel
about this issue. Call, email and write your legislators
immediately. ACT NOW!!!
The Maryland State Family Child Care
Association, Inc. is pleased to announce that they are now offering access to a
Group Health Care Plan through CIGNA as an added benefit to membership. The Health Care Plan

established state-endorsed lists of preschool curricula. This voluntary
initiative is part of the three-year strategic plan to improve the early
learning opportunities for young children before they start school. The
